Demand Personal Appearance.
Anyone who wants you to perform a notarial act must be in your presence, in person, at arm’s length, meaning no more than a few feet in front of you.
A customer who calls you on the phone, contacts you via E-mail, sends you a fax, sends in a stand-in to your office or appears on a video conference call or Skype does not meet the requirement for personal appearance. In any of these cases, you must refuse service, even if you know the customer personally.
There is no exception to the personal appearance requirement!
