In 2015, the Pennsylvania Department of Transportation (PennDOT) began implementing five-year contracts for full agents. In addition to the longer term, the new contracts contained more stringent requirements for the security of registration plates and cards, as well as tougher sanctions for violations.
Full agents whose contracts expired before 2015 had the option to renew their existing three-year contract or begin the new five-year contract.
Full agents whose contracts expired on or after January 1, 2015 had no choice: they were required to sign a five-year contract to continue providing services to the public.
Those first five-year contracts will be coming up for renewal in 2020.
Publication 457, Agent Services Handbook contains the requirements for operating as a full agent and a sample five-year contract. The handbook is available on PennDOT’s website at www.dot.state.pa.us/Public/DVSPubsForms/BMV/BMV%20Publications/pub457.pdf.
