If you’re thinking about becoming a motor vehicle agent to be able to submit motor vehicle title and registration paperwork to PennDOT for customers, there’s more to the process than completing PAN’s Motor Vehicle Agent Services Basic Title and Registration Course or the Advanced Refresher Course. The first step in becoming a PennDOT agent is taking education, such as the Basic Title and Registration Course, listed above.
PennDOT must approve your application to become a card agent, full agent, messenger or other type of motor vehicle service provider. The application process is extensive and includes a completed application, criminal record check, the completion of a variety of agreements and forms, and the purchase of a bond. All of this information is then submitted to the Bureau of Motor Vehicles in Harrisburg.
If PennDOT approves your application, you will receive a contract to sign. Every two years, you will need to attend PennDOT training, such as PAN’s live seminar or online motor vehicle course and provide proof to PennDOT that you successfully completed the training.
You must be a commissioned Pennsylvania notary or have a notary available during your business hours.
