PennDOT treats a minor the same as an adult when it comes to titling and registration. Although a minor will not have the title work rejected because of his or her age, they still must provide the same proof of ownership, identification and proof of financial responsibility documents just like adults.
Whether a vehicle dealer agrees to sell a motor vehicle to a minor is another question. Without a responsible adult listed as the buyer or co-buyer, a vehicle contract with a minor may be rendered null and void. If that occurs, the minor can return the vehicle and demand his or her money back from the dealer.
