E-mail Addresses

PennDOT reminds motor vehicle agents and messengers that they must provide an active E-mail account to receive Driver and Vehicle Service Updates. If you are not receiving these bulletins because you’ve changed or eliminated your E-mail address, you may be in violation of your PennDOT contract.

Please send your name, E-mail address, business name and your agent or messenger service identification number to: dvsnewsletter@state.pa.us.

Disposal of Confidential Information

Although Title 67, Chapter 43 of the Pennsylvania Statutes requires agents to keep copies of temporary registration cards and documents related to applications for title or registration for three years and in strict confidence, PennDOT also stipulates that agents discard customers’ information properly through shredding or burning. Agents are not to place personal customer information in trash bins without first shredding or burning the information. Failure to comply with these procedures could result in suspension or termination of your contract.

Service Agent Training

All agent service providers must attend an approved PennDOT training course every two years as part of the contract requirement. Information about training can be found in the fact sheet, “Agent Service Training” on PennDOT’s Web site at: http://www.dot3.state.pa.us/pdotforms/fact_sheets/fsagenttrain.pdf.

Renewal of Contracts

Approximately 60 days before a three-year agent service provider contract expires, PennDOT sends out a renewal letter asking the agent or messenger if they want to renew their contract for another three years.

If you agree to renew or do not want to renew, you still must sign and date the letter and indicate your title. Return the letter to the address provided no later than 10 days prior to the contract expiration date. If you are not renewing your contract, you must return all PennDOT supplies within five days of the contract expiration date.

Change of Employees

All agent and messenger services must notify PennDOT when an employee quits or is fired or when a new employee is hired to handle motor vehicle paperwork.

The service must provide PennDOT with the new employee’s name, job description and a current criminal history check. Each year, the employee must provide an affidavit stating that he or she has read and understands the provisions of 75 Pa.C.S. Chapters 11, 13, 23 and 75, and Pa. Code Chapter 43. New employees must also complete a PennDOT-approved training course at the earliest time available, but not more than one year after hire.

Information on changes to employees must be sent to the Bureau of Motor Vehicles, Dealer Unit, 1st Floor, Riverfront Office Center, 1101 S. Front St., Harrisburg, PA 17104. Include the business name and address, dealer identification number/agent number and contract number.

Affidavits and proofs of education are kept at the agent’s place of business.

Security Reminder

The agent services contract requires that supplies of temporary cards, plates, permits or other PennDOT products are not to be left unattended or kept in any work area accessible to the public. This includes Forms MV-1, MV-4ST and MV-120.

Agents are also forbidden to share their supply of these forms with other agents. These forms must be kept in a secure location at all times.
